Dan Perciun announces the next stage of the RESTART reform in education

Over the next two weeks, 34 territorial education agencies (TEAs) will be established, which will take over the responsibilities of the current district and municipal education departments. The Government approved their establishment on 21 October as part of the RESTART reform. The agencies will take over from the district councils the role of founding bodies for primary schools, lower secondary schools, upper secondary schools and special education institutions.

“The agencies are due to be established within the next two weeks and will become fully operational from 1 January 2027. “The aim of the RESTART reform is to ensure that every child, regardless of where they are educated, has access to education of comparable quality, and the reform seeks to improve and standardise the way our schools are managed throughout the Republic of Moldova,” said the Minister of Education and Research, Dan Perciun.

The transfer of educational institutions to the new agencies will take place in two stages. In 32 administrative-territorial units, this is scheduled for 1 January 2027, and in the municipalities of Chișinău and Bălți – for 1 January 2028. In the Autonomous Territorial Unit of Gagauzia, the territorial agency is to be established by the People’s Assembly.

The 34 agencies will have a total of 825 staff members, and their activities will be funded from the state budget, within existing financial limits. Nurseries and out-of-school institutions will remain under the authority of local public authorities.

The Territorial Education Agencies (ATE) will manage the school network, human resources, funding, institutional assets, pupil transport and matters relating to the quality and inclusiveness of education. Headteachers will be selected through a competitive process for five-year terms, with the possibility of holding the post for a maximum of two terms.

The reform aims to reduce disparities between districts and municipalities in terms of access to education and the quality of education, as well as to ensure the uniform implementation of educational policies at national level.
