Priority reforms for funding under the Growth Plan

The Ministry of Economic Development and Digitalisation (MDED) presented the progress made on reforms and investment projects under the Growth Plan for 2025–2027. Fulfilment of the commitments scheduled for completion by the end of 2026 is crucial for receiving the next tranches of funding and advancing the country’s path towards EU accession.

At the meeting, organised by the State Chancellery and attended by representatives of government bodies, civil society and the business community, measures aimed at bringing Moldova’s economy closer to the EU single market were discussed.

Among its priorities, the MDED highlighted the simplification of regulations and the abolition of licensing requirements in sectors such as agri-food, transport, construction and IT.

There are also plans to simplify access to state support for small and medium-sized enterprises. Specifically, this involves optimising the CREȘTEM IMM programme, digitising grants from the Organisation for the Development of Entrepreneurship, and launching two new instruments under the Credit Guarantee Fund and two products from the Moldovan Fund for Entrepreneurship and Economic Growth (FACEM).

Another area of focus is the development of the national quality infrastructure. Plans include the establishment of at least four technical committees in priority sectors and the introduction of five new testing methods in line with EU standards in national laboratories.

A separate objective is to prepare for the signing of the Agreement on Conformity Assessment and Acceptance of Industrial Products (ACAA). This will enable products from the sectors covered by the agreement to enter the EU market without additional conformity assessment procedures.

In the tourism sector, the ministry intends to expand the range of tourism products on offer in order to increase the number of tourists visiting Moldova by 30 per cent compared with 2024.

Moldova HiTech Parc – among the investment projects

The second part of the meeting was devoted to investment projects. The Ministry presented the Moldova HiTech Parc initiative, which envisages the creation of a modern technological infrastructure to foster innovation, attract investment and create highly skilled jobs.

The Ministry emphasised the importance of ongoing engagement with the private sector and civil society for the successful implementation of reforms.
