CEC opens digital “book of complaints”

The Central Election Commission (CEC) of Moldova continues to implement digital solutions in the electoral system. As part of this process, a new platform was introduced that allows for the submission and processing of complaints electronically.

The “Contestații electorale” module is part of the Automated State System “Alegeri”. It aims to simplify the interaction of citizens with the electoral authorities and provides a prompt, transparent and reliable mechanism for reporting possible irregularities.

The platform is already active for the new local elections and local referendums scheduled for May 17, 2026. For the time being, complaints can be filed through the system exclusively for these electoral processes. The register of complaints filed and decisions taken is available online at: https://onlinecontestatii.cec.md.

The other day, political parties and civil society were given a training session on how to use the new features. They were introduced to the functionality of the platform and how to use it in practice. In particular, they were explained the categories of subjects entitled to file complaints, the types of permissible appeals, as well as the full algorithm of the system – from authorization and uploading documents to tracking the status of consideration in real time. The participants were also explained the procedure for amending and withdrawing already filed complaints.

The CEC notes that the introduction of this module is part of the strategy to digitalize electoral processes and increase transparency. The system is expected to increase the accessibility and efficiency of appeal mechanisms.

The platform was developed with the support of the United Nations Development Program (UNDP) in Moldova within the framework of the Democracy Strengthening Project.
