
According to statistics, 67,751 telephone number portals were carried out during 2025, of which 63,719 were cell phone numbers (94% of the total) and 4,032 were landline numbers (6% of the total number of portals).
Portability activity remained relatively stable over the past year, averaging about 5,645 portals per month. The highest values were recorded in January (6,716 portals) and December (7,553 portals), during the periods of advertising campaigns and launch of commercial offers by telecom operators.
The analysis of telephone number portability dynamics in the period 2020-2025 reveals a tendency towards stabilization of the portability volume, especially in the mobile segment, after the significant growth recorded in previous years.
In the mobile segment, the number of portals decreased from 69,300 in 2024 to 63,719 in 2025, representing a decline of approximately 8%. The dynamics reflects the maturation of the market and the consolidation of commercial offers available to users.
Last year, the largest number of users attracted by number portability was registered by Moldtelecom – 24,742 numbers, followed by Orange Moldova – 23,989 numbers and Moldcell – 14,988 numbers.
In the fixed telephony segment, after a significant growth recorded in 2024, when 4,949 numbers were ported, in 2025 this number decreased to 4,032 numbers, which represents a decrease of about 18.5%.
Of the total number ported, StarNet attracted 2,200 numbers and Click Com attracted 1,034 numbers, with the remaining numbers distributed among other providers operating in the market. However, user interest in number portability in this segment remains stable, reflecting users’ desire to optimize their communication services.
Data for 2025 confirms that number portability has entered a stage of maturity characterized by stable portability levels and continued use of the mechanism by consumers. At the same time, portability continues to foster competition in the electronic communications market, increasing the freedom of choice for users and improving the quality of services provided in the country.
