Budget deficit keeps itself “in line”

The state budget execution at the end of September ended with a deficit of about 7 billion lei against 7.5 billion lei at the end of August, thanks to the outpacing growth of the revenue side, Logos Press reported.

Budget deficit keeps itself “in line”

In the first nine months of 2025, the state budget revenues amounted to about 57 billion lei, up by about 15% compared to the same period last year. Expenditures amounted to about 64 billion lei, up by 12%.

The increase in the revenue side is due to the growth of the listed revenues of the Customs Service (+7.1%), State Tax Service (+14.4%). Apart from fiscal, the Ministry of Finance notes modest revenues from projects financed from external sources.

The increase in expenditures was recorded in all major areas, such as social protection, education and health care. The execution of the state social insurance budget for the end of September 2025 ended with a surplus of 762.3 million lei. The execution of the mandatory health insurance funds ended with a deficit of 1,507.8 million lei.

The deficit was financed from the surplus of operations with state securities and credits from external partners. At the expense of internal resources – 9.292 billion lei, at the expense of external resources – 3.248 billion lei. Taking into account the “modification of funds on budget accounts” (-5.582 billion lei).

At the end of September, the balances on the budget accounts amounted to 11.686 billion lei, including 1.282 billion lei for projects financed from external sources.
