If a person does not have sufficient years of service, benefits currently amount to 35% of the national average wage. Next year, this could be changed to 35% of the minimum wage.
These changes are proposed in the 2027 tax reform bill.
The average monthly gross salary in Moldova’s economy in 2026 is 15,987 lei. Meanwhile, as of January 1, 2026, the minimum wage is only 6,300 lei per month for a full work schedule of 169 hours.
In the first case, the benefit amounts to 6,090 lei. In the second case, it is 2,205 lei.
Currently, all insured mothers receive maternity benefits, regardless of whether they have sufficient insured service of their own or that of their spouse. If it is sufficient, the payment is currently calculated based on the average monthly income for the past year, with the income of the higher-earning spouse being used in the calculation.
Next year, it is proposed to change the period used to calculate average income from one year to three years. This means it will no longer be possible to increase the benefit by sharply raising one’s salary right before going on maternity leave. Income will be averaged over a longer period.
