Installing signal jammers in prisons proved to be too expensive

It costs up to 11 million lei to install signal-jamming equipment in a single prison. That is a huge amount of money for the prison system, especially considering that its entire annual budget for technology is usually only about 3 million lei.

Alexander Adam, director of the National Prison Administration, explained that, according to the commercial proposals received, these costs cover only the purchase of technical equipment for a prison with a capacity of 350 inmates, while the final cost depends on the specific characteristics of the site and the design of the buildings.

“It also depends on the location or the terrain. Additionally, the number of detention blocks and the material from which they are constructed are important factors. In addition to these 11 million, construction costs are required, as this equipment must be mounted on special supports. Added to this are operating costs—about 700,000 lei per year for electricity, according to operators’ estimates for a facility housing 350 people. These are the costs,” Adam explained.

He compares this amount to the country’s total annual prison system budget, which is about 3 million lei. The only exception was last year, when 16 million lei were allocated for security needs.

“We allocated these funds to purchase advanced identification technologies, including nonlinear transition detectors and spectrum analyzers. This allows us to effectively detect active mobile phones and locations of illegal network use,” concluded the head of the facility.
