Russia intends to increase fees for migrants

The Russian authorities intend to increase tax levies for foreign nationals by 5-12 times. The State Duma of the Russian Federation will consider the relevant amendments next week.

The fee for obtaining a residence permit will increase 5 times, 8 times – for temporary residence permit and 12 times – for Russian citizenship.

The fee for a residence permit will increase to 30 thousand rubles (360 euros), and for Russian citizenship – to 50 thousand (600 euros).

In addition, it is planned to increase the fee for issuing permits to hire migrants – up to 15 thousand rubles (180 euros) for each foreign specialist, reportsreports Euronews with reference to the Chairman of the State Duma of the Russian Federation Vyacheslav Volodin.

To restore order in the migration sphere

According to him, “this will contribute to bringing order in the migration sphere, as well as bring additional revenues to the budget, which are projected to amount to 15 billion rubles (165 million euros) per year.”

According to the data for April 2026, published on May 5 by the Office of the Security Council of the Russian Federation, the number of foreign citizens staying in Russia decreased by about 700 thousand – from 6.8 to 6.1 million people.

In recent years, foreigners have been less willing to come to work in Russia. The reason for this is the tightening of migration policy and the decline in incomes due to the fall in the ruble exchange rate. Incomes in dollar terms have fallen by about a third.

However, Russia is still the most popular destination for labor migrants from almost all Central Asian countries.
