Maia Sandu discussed anti-corruption reforms in Moldova with the head of GRECO

The officials discussed the Chisinau authorities’ implementation of reforms in the justice, integrity and anti-corruption sectors. Maia Sandu emphasized that these areas are key priorities for Moldova’s citizens, including in the context of the European Union accession process and the commitments to consolidate the rule of law.

We shall remind you that GRECO recently published the fifth report on Moldova’s implementation of anti-corruption recommendations within the fifth round of evaluation. The document deals with the prevention of corruption at the highest level of the executive branch and in law enforcement agencies – precisely where trust in the state and its institutions is formed.

The report notes that despite formal progress, key reforms remain blocked and systemic vulnerabilities persist. GRECO separately analyzed the 25 recommendations previously addressed to Moldova and concluded that many of them remain relevant in the current report.

The main conclusion of the document is that there is a gap between legislation and its actual implementation. According to the report, Moldova has adopted a number of regulatory measures, but their effectiveness remains questionable.

At the same time, the government has developed draft measures to implement GRECO recommendations. In particular, it concerns the introduction of stricter monitoring mechanisms and sanctions against former civil servants in order to prevent the use of the position for personal purposes after the end of the term of office.

GRECO is a Council of Europe body that monitors the prevention and fight against corruption in the member states. The Republic of Moldova has been a member of the organization since 2001 and is regularly evaluated.
