Moldovan farmers warn of protests within 14 days over demands

Farmers are threatening protests again, again in two weeks’ time

Not even a week has passed since the meeting between the leadership of the Forța Fermierilor Grain and Oilseeds Producers Association and the President of the Republic of Moldova. The passions have not subsided - the emotional component of the dialog, if there was any, was initially in cold tones. And in the current socio-economic realities, any mass protests are just the "dish that is served cold".

To some extent (enough for the meeting to take place), the head of state had to demonstrate openness to a dialogue with a pro-European corporate organization, although “charged with protest”. For this purpose, it was enough to make promises in the spirit of “the West is with us”, in the sense that development partners would ask for money to support Moldovan agriculture. And soon – within ten days.

Farmers needed at least the same thing from the meeting with the president – to confirm their readiness for useful interaction, without any hint of “irreconcilable opposition”. At most, they had some hope for specifics: when, to whom, how much. But it did not come true.

Therefore, on Monday morning, the Forța Fermierilor Association sent out an appeal with a list of requests to the Moldovan authorities to a wide range of national media outlets. It is almost unchanged compared to the list of demands from two months ago. Nevertheless, in order not to forget, it is worthwhile to give it point by point again.

What farmers want

  1. Appeal of the Moldovan authorities to the European Union with a request to allocate funds for urgent financial support of micro, small and medium-sized farms.
  2. Refunding, starting from 2026, of the excise tax on diesel fuel used in agricultural work, at the rate of 100%. And further, the introduction of this measure as a permanent measure based on a legislative act included in the Strategic Program of Agrarian Policy (PSPA).
  3. Partial VAT refund on diesel fuel used in agricultural works and on fertilizers purchased after March 1, 2026.
  4. Introduction of an efficient and simplified VAT refund mechanism for agricultural producers.
  5. A moratorium on raising the VAT rate on agricultural products to 20%.
  6. Retention of interest subsidies on bank loans for micro, small and medium-sized farmers in 2026.
  7. Introduction, starting from 2027, of direct payments “per hectare” of cereals and leguminous crops (for micro, small and medium Moldovan farmers) in accordance with the practice of the Common Agricultural Policy of the European Union.
  8. Defining the mechanism of refinancing of farmers experiencing difficulties with payments, by changing the requirements of the National Bank and creating a state guarantee body – following the example of Romania.
  9. Stopping the process of forced creation of agricultural chambers by the Ministry of Agriculture with irrational spending of public funds.

“If within the next 14 days we do not see real action on the part of the authorities to implement the above measures, we reserve the right to mass protests,” Forța Fermieriloronce again filled .

By the way, by that time, the spring sowing campaign in Moldova will come to an end. For some, for real, without having started.
