The director general of the National Crisis Management Center, Serhii Diaconu, told the parliamentary commission on economy, budget and finance that at the time of the accident it was not clear whether the necessary equipment for recovery could be found in Ukraine. Initial information indicated that it was not available, in which case it would have to be ordered from China.
“If it had to be ordered from China, we would have needed a mechanism to deviate from the government procurement procedures for a direct contract, including transportation. This would have cost an additional 2-3 million lei, excluding transportation costs,” Diaconu said.
As a result, the expenses incurred by the Ukrainian side, which found the necessary equipment on its own, amount to about 500 thousand lei – without taking into account logistics and other costs. The final amount is not yet known to the Moldovan authorities, as the work was carried out on Ukrainian territory by the Ukrainian side.
“We will receive an invoice, but, according to available information, it will not exceed 700-800 thousand lei, of which 500 thousand is only the cost of the works and equipment, to which will be added the costs of logistics, transportation and installation. I should note that the final amount does not depend on us – it will be determined by the Ukrainian side. I repeat: these were not our direct expenses, so it is impossible to give an exact figure,” emphasized Mr. Diaconu.
During this period, apart from the above-mentioned expenses, no other expenditures were made. Also, no other purchases with deviation from the legislation on public procurement were made.
We shall remind you that on March 24 this year, the Isaccea-Vulcanesti high-voltage power line (400 kV) was disconnected after an attack on the energy infrastructure in southern Ukraine. The line, which is a key element of Moldova’s energy system and an important link to the European grid, was knocked out by drone strikes, resulting in technical damage and the need for complex restoration work. Despite this, the country’s electricity supply was not interrupted thanks to the prompt activation of alternative routes through the lines with Romania.
