The capital has unveiled a new public institution that will provide specialized training for civil servants - the National Institute of Public Administration and Management (NIPAM), Logos Press reported.

It will partially take over the functions of the Academy of Public Administration under the President of the Republic of Moldova, which was closed in 2022 during the reform of higher education. It was merged with the State University, where future state officials are trained. More specialized training will be organized at the National Institute of Public Administration and Management. Thus, a 40-hour special course for the employees of city halls has been developed. The institution plans to train local authorities to develop projects financed from funds provided to countries preparing for EU accession.

The new public institution will be part of the State Chancellery system and financed from the state budget. It will employ forty specialists with in-depth knowledge of public administration. Their main task will be to provide continuous professional training for civil servants based on the analysis of current demand. It will also be prepared at NIPAM.

In this context, it is planned to develop high-level training programs with the involvement of national and international experts, the introduction of hybrid forms of training, as well as innovative methods such as mentoring and coaching, said the director of the institute, Veronica Butnaru.

The institute plans to develop digital courses accessible to all civil servants and to launch the first national digital repository with materials for public administration, available free of charge in several international languages. The institution intends to strengthen strategic partnerships both regionally and internationally.
