Brussels has made an inventory of Moldovan tax regulations

The discussion took place on May 15-16, 2025 in Brussels as part of our country’s preparations for the start of EU accession negotiations. It was organized by the European Commission.

During the discussions, the parties identified the fiscal norms that the Moldovan authorities will be obliged to adjust to the European ones. In particular, during two days, the state of the State Tax Service and its willingness to implement the main rules and procedures in the Moldovan tax system were analyzed. The participants in the meeting also harmonized the national legislation in the field of indirect (VAT on cars, excises, including on energy, tobacco and alcohol products) and direct (corporate and personal income taxation) taxation with the EU directives. The institutional capacity of the STS and digitalization of tax administration, cooperation and information exchange, tax dispute resolution mechanism and anti-corruption measures were also discussed.

According to Kristina Iksar, State Secretary of the Ministry of Finance, it was a kind of inventory, during which each object was considered in terms of its feasibility and comparability with the general rules in force in the EU. “We have determined where we are in these issues, what will still need to be done and whether we have the resources to do it,” she said and stressed the importance of dialogue with the Moldovan business community on the terms and conditions of harmonization of tax legislation so that all parties to the process could benefit from it.

The delegation was headed by Deputy Prime Minister for European Integration Cristina Gerasimov. It included the heads of the Ministry of Finance, the State Tax Service, the Customs Service, AmCham Moldova, the Bureau for European Integration and the Centre for Harmonization of Legislation at the State Chancellery of the Republic of Moldova.
