Moldova prepares new rules for heating system inspections

The government is drafting new regulations for inspecting heating systems in buildings

The Ministry of Energy has completed the drafting of a government resolution approving the Regulations on the Inspection of Heating Systems, which establish new rules for periodic inspections of the operational condition of heating systems in buildings.

The new rules will apply to heating systems with a rated useful capacity of more than 70 kW. This category may include central heating systems in residential buildings, as well as heating systems in educational and medical facilities, office buildings, hotels and restaurants, commercial premises, sports facilities, and other public buildings. Individual heating systems in apartments are not subject to these regulations.

The frequency of inspections will be determined based on the system’s capacity. Thus, systems with a rated useful capacity of 70 to 290 kW will be inspected once every five years, while systems with a capacity exceeding 290 kW will be inspected once every three years.

During the inspections, the energy efficiency of the heating systems will be assessed, and based on the results, recommendations will be provided to improve their efficiency. Recommendations may include, among other things, the modernization or replacement of heat generators or the use of alternative, more energy-efficient solutions.

The draft also establishes requirements for maintaining an electronic registry of inspection reports, which will become part of the National Information System on Building Energy Efficiency, managed by the National Center for Sustainable Energy.

Qualified personnel must also be trained to provide inspection services. It is estimated that approximately 100–150 inspectors will need to be trained.

It is expected that, following approval by the Cabinet of Ministers, the Resolution will take effect on January 1, 2027, and Government Resolution No. 1325/2016 on the periodic inspection of heating systems in buildings will be repealed.
