Since this type of activity differs from the storage of fuel for commercial purposes, the government has drafted a bill to amend the legal framework. It has been submitted to Parliament.
According to the document, the legislation will be amended to include a provision requiring a permit to establish and maintain emergency reserves. This will ensure the necessary technical standards for storage infrastructure, accounting and financial reporting systems, as well as systems that provide competent authorities with access to this data.
A permit to engage in the storage of petroleum products for the purpose of establishing and maintaining emergency reserves will be issued by the National Agency for Energy Regulation (ANRE) free of charge for a period of 5 years. It will not duplicate or replace other permits, metrological or technical inspections, or inspections related to industrial safety, environmental protection, etc.
It is worth noting that in July, the ANRE approved a levy intended for the creation and maintenance of the state’s emergency reserves of petroleum products, in the amount of 0.48 lei per liter of gasoline and diesel fuel.
