
Currently, this function is performed by private operators—owners of customs warehouses. There are 41 such operators in Moldova. They enter into agreements with entities engaged in foreign economic activity and provide storage under customs control.
As Logos Press previously noted, the customs warehousing regime offers businesses an advantage: they can defer payment of import duties and VAT until the goods are removed from the warehouse and placed under another customs procedure.
In addition, the draft clarifies the concept of customs control. It will cover the import, export, transit, movement, storage, and end use of goods, including foreign goods and goods placed under the end-use regime.
The Customs Service will be able to conduct follow-up customs control jointly with other government agencies, particularly when verifying complex operations or transactions with a high risk of violations.
A decision by the Customs Service sent to the email address specified by the applicant will be considered officially communicated on the next business day following its dispatch.
The authors of the amendments also propose allowing customs brokers to be engaged not only under an employment contract but also on a subcontracting basis.
