Authorities Have Estimated the Costs of Biodiversity

The authorities will develop a Biodiversity Financing Plan for Moldova. It will include measures such as restructuring the portfolio of the National Environmental Fund and developing mechanisms for payment for ecosystem services in the Lower Dniester and Prut river basins.

Representatives from the Ministry of Finance participated in a workshop on assessing biodiversity costs. The event was organized by the United Nations Development Program (UNDP) in Moldova.

The assessment covered the period from 2021 to 2025. Based on this assessment, participants identified solutions for financing biodiversity, including: budgetary allocations, an impact assessment of agricultural subsidies, and the allocation of resources through the EU Reform and Growth Fund for Moldova as part of the reform program.

It should be noted that the assessment covers areas such as the environment, biodiversity conservation, forest and land management, and alignment with the Natura 2000 network.

In this context, a restructuring of the National Environmental Fund’s portfolio is also proposed.

Development of aBiodiversity Compensation System

In addition, measures such as the development of mechanisms for payment for ecosystem services in the Lower Dniester and Prut river basins, as well as the reinvestment of revenues from ecotourism into the management of protected areas, were analyzed.

There are also plans to develop a biodiversity offset system, under which industrial and infrastructure projects will include measures to reduce, restore, or offset their impacts on ecosystems.

The results of the assessment will form the basis for the development of Moldova’s Biodiversity Financing Plan.

In this context, Maya Savva, State Secretary at the Ministry of Finance, emphasized the importance of such mechanisms.

“Protecting biodiversity requires not only sound environmental policies but also effective financial mechanisms,” she noted. “It is important to identify solutions through which public resources can be used as effectively as possible, with a view to attracting additional investments in nature conservation.”
