The contract, valued at 58,000 euros (excluding VAT), is part of a larger international cooperation program being implemented by the Czech Ministry of Labor and Social Affairs, the Moldovan Ministry of Labor and Social Protection, and the Czech Development Agency. The project is scheduled to run through the end of 2027, with a budget of 22.9 million Czech korunas.
The new campaign is aimed at high school students aged 15–19 and is designed to increase the appeal of studying and working in the field of social work.
As part of the project, the contractor will create a 60–90-second video, a series of short videos featuring students, graduates, and social workers, develop the campaign’s visual style, manage promotion on Instagram, TikTok, and YouTube, as well as organize events in schools, including seminars, debates, and “Social Work Days.”
In addition, the project includes the creation of informational materials for schools, the organization of regional events, and the launch of the “Study Social Work” online platform.
The campaign will be implemented in two phases: the first in 2026, with an official launch in September; the second in 2027, featuring a repeat campaign and an evaluation of its results by May.
As a reminder, the RESTART social assistance system reform was launched in 2023. The reform provided for the transfer of social assistance authority from second-tier local public administration bodies—districts—to new territorial social assistance agencies under the Ministry of Labor and Social Protection. At the same time, the system for funding social assistance and the organization of social services underwent changes.
The system is facing a shortage of staff and high turnover. For example, last December in the municipality of Chisinau, only slightly more than half of the approximately 600 authorized positions were filled.
In July of this year, the authorities decided to raise the salaries of social assistance workers by an average of approximately 22%, depending on their category. The salary of a social worker with a college degree rose from 9,457 to 11,845 lei, while that of a social worker with a vocational education rose from 8,217 to 10,206 lei. In addition, performance-based bonuses ranging from 6% to 15% are provided.
