Ukraine’s central bank unveils major currency liberalization

The National Bank of Ukraine is implementing the largest currency liberalization since 2022

On Monday, August 10, the National Bank of Ukraine announced measures to liberalize the currency market since the start of the conflict with Russia in an effort to boost business and investor confidence. The rules, published late in the evening, provide for a significant increase in the limits on foreign currency purchases and withdrawals from Ukrainian bank accounts.

The monthly limit for purchasing foreign currency via non-cash transactions and for investments in bank metals and foreign securities has been quadrupled—from 50,000 to 200,000 Ukrainian hryvnia (4,450 U.S. dollars).

The daily limit for cash withdrawals from accounts in Ukraine and abroad has been doubled to 200,000 hryvnia. The monthly limit for transactions using hryvnia-denominated cards has also been increased to 200,000 hryvnia.

“The package of measures to ease currency restrictions includes an important component that makes life easier for Ukrainians abroad and expands opportunities for citizens living in Ukraine,” the central bank said in a statement.

The bank stated that the measures taken “will not pose risks to the stability of the foreign exchange market, given the current conditions and a thorough analysis of each individual measure.”

The statement noted that these measures “have already been factored into the NBU’s updated macroeconomic forecast, which projects that international reserves will grow to nearly $70 billion by 2027.”
