This is because the Ministry of Economic Development and Digitalization has finalized the roadmap for implementing the Law on the Freedom of Establishment of Service Providers and the Freedom to Provide Services.
Although this law will take effect on the date Moldova joins the European Union, the roadmap calls for the preparation of sector-specific amendments as early as 2026–2027. The relevant amendments will be made to the Law on Domestic Trade.
Specifically, territorial restrictions and limitations on the duration of business licenses will be revised. They will be retained only in cases where they are objectively justified.
In addition, the monthly business license fee may also change. Currently, the Law on Business Patents provides for a monthly fee, the amount of which depends on the type of activity and the locality where it is carried out.
The roadmap distinguishes between the tax nature of this payment and its use as a condition for access to business activities. If payment is such a condition, the document proposes either explicitly establishing that it is a tax payment rather than a licensing requirement, or aligning its amount with actual costs while eliminating the mandatory monthly payment.
