Biodiversity was “given the green light” in exchange for money

Moldova will align its environmental goals with economic sustainability. The Biodiversity Expenditure Review (BER), conducted in Moldova with support from UNDP Moldova and the Global Environment Facility, assesses public, external, and private financial flows directed toward nature conservation.

The document analyzes funding for biodiversity conservation measures from various sources to address funding gaps and fulfill international commitments. The review was prepared using the standard global methodology of the BIOFIN initiative.

The methodology involves dividing costs into direct costs (targeted conservation of species and ecosystems) and indirect costs (sectoral expenditures in agriculture, the water sector, and forestry that benefit nature).

The total funding for approved biodiversity conservation measures in 2025 is estimated at approximately 979 million lei. The private sector’s contribution to biodiversity conservation is approximately 186 million lei, accounting for nearly 19% of the total funding. The remainder consists mainly of foreign aid.

The main drivers of these investments are ecotourism, organic agriculture, and sustainable forestry, which are stimulated by government subsidies and the demands of international markets.

A practical outcome will be the creation of a database for the transparent accounting of environmental costs within the budget process. Meanwhile, the relevant ministry will develop a National Biodiversity Financing Plan to facilitate innovative investments.
