The draft was developed by the Ministry of Justice in collaboration with the Intelligence and Security Service. It provides the legal framework for Moldova’s implementation of Council Decision 2013/488/EU on security rules for the protection of classified information. The document specifies the competent authorities, administrative procedures, sanctions, and oversight mechanisms.
The provisions of the new law will apply to organizations that store or manage classified information, as well as to individuals who have access to such information in the course of their duties. It also applies to classified information received by Moldova from foreign states or international organizations in accordance with the terms of international treaties to which it is a party or security agreements.
What Information Will Be Classified
The term “classified information” refers to any information or materials assigned a classification level, the disclosure of which could harm Moldova’s national security.
In the field of national defense, strategic and operational plans, as well as documents concerning the conduct of military operations, the development of weapons, military and specialized equipment, etc., will be classified.
Information regarding the capacity of the national economy, reserves and volumes of strategic materials, data on stockpile levels, and operations related to the production of banknotes and government-issued securities, etc., shall also be considered classified.
In the sphere of foreign relations—foreign economic relations, military-technical and scientific cooperation, the state’s foreign policy activities in the financial, credit, and currency spheres, etc.
Information will be classified at one of four levels: “Top Secret”; “Secret”; “Confidential”; and “Restricted.”
