The installation of photovoltaic panels and heat pumps will be carried out without the need for design and construction permits, and without approval from urban planning authorities.
Parliament approved these provisions at its most recent session. Specifically, lawmakers passed in final reading a draft of amendments and additions to the Urban Planning and Construction Code and the Law on the National Fund for the Development of Regulatory Documents in Construction.
Thanks to these legislative changes, administrative barriers that have been hindering the development of renewable energy capacity and energy storage infrastructure are being removed.
Such installations will be classified as projects carried out under a simplified procedure. The exemption will apply to private homes, including duplexes and townhouses, when installed on the roof, facade, and/or on the property lot; for residential buildings—on the roof or facade and only for powering common areas; and for all types of buildings regulated by relevant legislation—on the roof or facade.
The work will be carried out based on project documentation prepared specifically for the electrical switchgear, the power unit, and the architectural design, which must be approved by a specialized architectural and urban planning authority.
