According to the case file, beginning in 2020, a representative of a company specializing in the design of water supply and sewerage systems allegedly set up a corruption scheme under which certain companies received preferential treatment in government tenders, funded by external sources.
In particular, the technical requirements in the technical documentation and specifications for government procurements were formulated in such a way as to correspond exclusively to the products of a specific supplier. These actions were allegedly coordinated in advance so that contracts financed by external sources would be awarded to predetermined companies. As a result, contracting authorities purchased materials and equipment at prices higher than those that would have been obtained under conditions of genuine competition.
The national budget and external funds earmarked for infrastructure projects in the water supply and sewerage sectors suffered particularly significant losses. The preliminary estimate of these losses is 14,544,504.11 lei.
As part of the criminal investigation, approximately 30 searches are being conducted in several localities across the country to establish all the circumstances of the case and identify those involved. Three people were detained for 72 hours and placed in the CNA detention center; seven others have been named as suspects and are under investigation. The investigation is ongoing.
