The first step should be a comprehensive review of state-owned assets. The authorities want to determine what assets the state owns, what their market value is, and how effectively they are being utilized. At the same time, an audit of state-owned enterprises will be conducted.
According to Tofan, enterprises with potential will be given a chance to restart operations. They will undergo restructuring, and some companies may go public to attract private capital and increase management transparency.
A different approach is proposed for assets that, in the opinion of the future government, do not represent strategic value. Such assets are planned to be sold through open competitive procedures.
Tofan stated that the state should not retain assets simply for the sake of ownership. If an asset does not generate revenue, does not provide socially significant services, and does not attract investment, it should be transferred to a more effective owner.
The prime ministerial candidate also made it clear that he hopes to change public attitudes toward privatization, which in Moldova has long been associated with non-transparent deals. According to him, new sales of state property will be conducted publicly, with clear rules and transparent information about buyers, prices, and transaction terms.
Separately, Tofan criticized the current system of state property management, stating that corruption schemes cannot be defeated simply by increasing the number of inspections. In his view, the problem can only be solved through transparent asset management and open competition.
