
The fourth year of the Agreement on Reducing Roaming and International Call Rates has confirmed that the benefits for users in both countries are taking hold. The number of users has increased by 14%, and mobile internet traffic has grown significantly; impressive results are expected against the backdrop of improved tariff conditions and the Republic of Moldova’s integration into the European Union’s “Roam Like at Home” regime, effective January 1, 2026.
Over 7 million days of bilateral roaming
In 2025, users from both countries accumulated 7.4 million days of bilateral roaming, which is 66% more than in the first year of the Agreement’s implementation.
At the same time, 14% of users from the Republic of Moldova used roaming services in Romania, while 1.4% of users from Romania used roaming services in the Republic of Moldova.
These trends reflect the increased mobility of citizens and the growing convergence of the two electronic communications markets.
Mobile Internet—the Main Driver of Growth
Mobile internet has made a decisive contribution to the increase in the use of bilateral roaming services.
In 2025, internet traffic generated by users from the Republic of Moldova roaming in Romania increased by 33%, while traffic generated by users from Romania roaming in the Republic of Moldova increased by 68%, confirming the trend toward increased use of mobile data services.
The growth of bilateral roaming in 2025 was driven both by a 14 percent increase in the number of users utilizing roaming services in the neighboring country and by the intensification of mobile internet consumption in a context characterized by a steady decline in costs for users and the gradual implementation of the “Roam Like at Home” regime.
Specific benefits for users
Currently, users from Romania traveling to the Republic of Moldova and users from the Republic of Moldova traveling to Romania can use voice services, SMS, and mobile internet under the same tariff conditions as in their home country, subject to a fair use policy.
About the agreement
On February 11, 2022, the governments of the Republic of Moldova and Romania signed an Agreement to reduce rates for international roaming services and international calls between the two countries. The implementation of the Agreement is supported by ARCOM and ANCOM and aims to achieve a sustainable reduction in rates for roaming services and international calls. Between 2022 and 2025, measures taken at the national and European levels contributed to a gradual reduction in costs for users and paved the way for the Republic of Moldova’s integration into the European Union’s “Roam Like at Home” scheme, which will take effect on January 1, 2026.
