WHO calls for reduction of coercive measures in psychiatry

Promoting alternatives to involuntary isolation and physical restraint is one of the key objectives of a new WHO Moldova event to be held in Chisinau on May 5-6 to support reform of the country's mental health system.

WHO Regional Office for Europe together with the organization’s country office in the Republic of Moldova and national partners will conduct the training, as well as a follow-up evaluation visit. The event is implemented within the framework of the project “Resilience of Health Systems in Eastern Partnership Countries”, funded by the European Union through the Directorate General of the European Commission for Enlargement and Eastern Neighborhood.

Among the key objectives of the program is the promotion of recovery-oriented approaches and alternatives to forced isolation and physical restraint. WHO considers unresolved challenges in terms of reducing restrictive and coercive measures. In addition, it is planned to analyze recent developments and progress in the reform of the mental health care system in the Republic of Moldova and to discuss the implementation of WHO QualityRights tools in mental health services.

The event will be attended by representatives of the Ministry of Health, N. Testemitanu State University of Medicine and Pharmacy, WHO Country Office, WHO European Office, National Mental Health Program, heads of specialized services, clinical staff, as well as international experts and trainers of the QualityRights program.

The program includes technical sessions, discussions with medical teams and development of action plans for further implementation of the initiative.

According to the organizers, the event will be an important step in the reform of the mental health system in Moldova. The QualityRights approach is gradually transforming into concrete institutional changes and practical steps.

According to WHO, this will strengthen the human rights-based and recovery-oriented mental health care system and improve the quality and humanity of services for all patients.
