
They will work on the basis of a contract concluded between the investor/beneficiary of the project and a certified expert or firms active in the field of project verification.
These norms are spelled out in the Regulation on the Verification of Urban Planning Documentation. The document establishes the control objectives, the method and content of the verification report, as well as the obligations and factors affecting its procedure.
The Regulation was developed by the Ministry of Infrastructure and Regional Development in order to implement the provisions of the Urban Planning and Construction Code.
Who will be affected by the project
According to the draft, its provisions will be mandatory for public administration bodies, investors, owners, designers, as well as other individuals and legal entities involved in the process of development, approval, verification and coordination of urban planning documentation, regardless of the source of its funding.
In accordance with the new provisions, general, zonal, detailed plans for development inside and outside the city, urban planning schemes for rural areas and urban development plans developed, including those for villages with a population of less than 3,000 inhabitants, will be subject to inspection.
The application package will be accompanied by a number of documents, including the decision of the local council to develop, update or amend urban planning documentation, the opinion of the chief architect, minutes of public consultations, debates, etc.
The project envisages that the verification of town planning documentation will be carried out for a fee in accordance with an agreement concluded between the parties.
The new provisions will enter into force from the date of publication in the Official Gazette.
