Moldova to Ease Access to Dual Education Compensation for Companies

The requirements for receiving compensation for dual education will be simplified

Companies that incur expenses for training employees through the dual education system will be able to receive reimbursement for those expenses even if they owe money to the state budget.

The Ministry of Education and Science organized consultations with representatives of the business community, in partnership with the Ministry of Economic Development and Digitalization, the Chamber of Commerce and Industry, and the Organization for Entrepreneurship Development (ODA), regarding its proposed amendment to the Regulations on Compensation for Dual Education Expenses.

The draft provides for expanding the range of enterprises eligible for reimbursement of dual education expenses to include those with outstanding payments to the state budget.

The draft also stipulates that compensation may amount to 50% of the total costs. At the same time, the ODA must, within 10 days, inform the Ministry of Education and Science and the Ministry of Economic Development and Digitalization of the costs involved and, if necessary, request an adjustment to the funding allocation.

According to statistics, in the 2025–2026 academic year, approximately 3,300 students in Moldova are enrolled in the dual education system, which has been implemented in 45 vocational schools that collaborate with 230 companies.

Under the Law on the State Budget for 2026, 25 million lei have been allocated for these purposes.
