In the EU Council Recommendation that formed the basis of the draft law, the social (solidarity) economy covers a wide range of organizations with different business and organizational models that give priority to public goals over profit-making. These are priority objectives such as the social sphere (education, employment, inclusion, food security, regional development, etc.) and the environment.
The draft is expected to be presented at the end of April. It will be accompanied by an action plan.
“The document is meant to harmonize the current provisions of the regulatory framework with the European Union acquis. Until now, only the concept of “social enterprises for integration” was used in Moldova. Now we are introducing the concept and definition of social economy,” said Constantin Turcanu, head of the department of the Ministry of Economic Development and Digitalization, at a hearing in the parliamentary commission for European integration.
According to him, the changes are also aimed at debureaucratizing the system of recognition of social enterprises. The current framework involves granting status through a complex certification procedure after review by a special national commission. The ministry believes that this is quite burdensome for businesses.
