Legislation in advance: Moldova’s diplomatic missions will be able to issue provisional papers to EU citizens

The Moldovan authorities continue to draft laws "for the future" and develop mechanisms that will become applicable only when the country joins the EU. A new draft will allow Moldovan embassies and consulates to issue temporary travel documents to EU citizens abroad without passports.

These are situations where the document has been lost, stolen, destroyed or cannot be restored quickly. For example, if a tourist from an EU country loses his passport while traveling in a third country and the consulate of his own country is not available nearby, he can apply for assistance at the Moldovan embassy.

For such situations, a special document – the Emergency Travel Document – is foreseen, which will allow the person to return to their country of origin or continue their journey.

The draft describes in detail how the Moldovan consular missions will verify the identity of the applicant, how they will cooperate with the authorities of the state of nationality and the time limits for issuing the documents. The procedure will normally take several days, but in urgent cases the document can be issued more quickly. After use, the provisional document will have to be returned to the competent authorities.

According to Marcel Spătari, chairman of the parliamentary committee for European integration, more than 300 legislative acts are to be adopted by the end of this year to harmonize the regulatory framework with EU standards.
