This is reported by Politico with reference to the materials of negotiations on new restrictive measures.

According to the newspaper, in addition to sanctions against Russian energy companies, restrictions on banks and ships are being discussed. The possibility of “freezing” the current ceiling on Russian oil prices is also being considered.

As Politico notes with reference to EU diplomats, a complete ban on Russian oil imports looks unlikely at present. The chances of a ban on maritime transportation of Russian oil are also low, although such an initiative is also being discussed.

The proposal to include Lukoil in the new sanctions package was put forward earlier by Lithuanian Foreign Minister Kęstutis Budrys. At an informal meeting of EU foreign ministers in Cyprus at the end of May, he also called for the restrictions to be extended to Rosatom.

The preparation of the 21st package of sanctions was announced on May 26 by European Commission President Ursula von der Leyen. She did not disclose the details of future measures. A month earlier, the EU approved the 20th package of sanctions against Russia, which included restrictions on Lukoil and a number of other oil companies.

The new package of sanctions will require the unanimous support of all 27 EU member states to enter into force.
