The paper voucher is not revoked
At the same time, the contracting authority registers all day laborers in the register of records. The paper version of the voucher is not canceled. If the contracting authority does not have the possibility of electronic identification, the records shall be kept on paper.
The digital voucher will serve as proof of payment for the day laborer’s work. And if a paper-based register is used, the proof of labor payment shall be confirmed by the day laborer’s signature at the end of the work day.
The authors of the project believe that the changes will reduce informal employment and contribute to the legalization of day laborers’ activities. They also want to receive information about the day laborer’s income, whose remuneration should not be lower than the minimum wage in the real sector, calculated for a working day of 8 hours. This year it is 37 lei per hour.
Income tax of 12% is withheld from the remuneration, as well as social insurance contributions (6%). Health insurance contributions are not withheld.
The new provisions are scheduled to be introduced as of June 1, 2026.
