
The reform will affect all categories of workers in sectors such as education, social assistance, health care, law enforcement, and others, by increasing incomes, strengthening the fixed portion of salaries, and taking performance into account more clearly when determining compensation levels.
Among the bill’s key provisions are an increase in the base salary (approximately 70% of monthly income) and a clear definition of the criteria for setting pay supplements.
By revising the base values (4,200, 4,700, 5,100, 5,300, 6,200, 6,900 lei) and reducing their number from 10 to 6 by 2027 and to 4 by 2032, the structure of monthly salaries will be simplified.
The new system introduces flexibility mechanisms, including a temporary salary adjustment for hard-to-fill positions, which will take effect in 2028, as well as a separate pay scale for IT specialists to attract and retain them.
The reform will be implemented in phases through 2032, with an interim assessment in 2029, and is linked to ensuring fiscal sustainability, including keeping the wage bill within 9% of GDP.
