To mitigate risks in the electricity supply sector and strengthen the energy system’s ability to respond to potential challenges, the following measures were taken.
In the energy sector:
▪️ Commercial electricity exports will be restricted between 6:00 p.m. and 10:00 p.m.
▪️ The connection of energy storage systems, as well as solar and wind power plants, to the grid will be accelerated. Procedures for obtaining permits for such projects will be streamlined.
▪️ “Energocom” will enter into contracts for the supply of electricity from alternative sources, and “Moldelectrica” will strengthen cooperation with operators in Romania and Ukraine to maintain the stability of the power system.
To reduce electricity consumption:
▪️ Lighting in government buildings and commercial premises will be reduced by at least 30%, and unused spaces will remain unlit.
▪️ Between 6:00 p.m. and 6:00 a.m., lighting for fountains, as well as decorative, architectural, and advertising lighting, will be turned off.
▪️ Large electricity consumers will be required to reorganize their operations so that energy-intensive processes are carried out outside peak load periods—from 6:00 a.m. to 9:00 a.m. and from 6:00 p.m. to 11:00 p.m.
▪️ Water supply and sewerage operators will be required to reduce electricity consumption by pumping equipment during the specified hours.
▪️ Authorities will optimize street lighting operations without compromising essential services.
▪️ Apartment building managers will be required to inform residents of the recommendation to avoid using elevators between 6:00 a.m. and 9:00 a.m. and between 6:00 p.m. and 11:00 p.m., to avoid the risk of them getting stuck in the event of power outages.
To conserve water resources:
▪️ Drinking water and water from surface sources may not be used to fill swimming pools or to wash streets and sidewalks.
▪️ Water withdrawal from the Dniester River for irrigation will be permitted only between 9:00 p.m. and 6:00 a.m., with priority given to horticultural crops.
▪️ Backup wells will be activated, and water quality monitoring will be stepped up.
▪️ The company “Apă-Canal Chișinău” will carry out the necessary work to ensure a stable water supply to the municipality of Chișinău.
▪️ The General Inspectorate for Emergency Situations will prepare water tankers to deliver drinking water to affected communities if necessary.
▪️ Industrial and commercial operators whose activities are not critical will be required to reduce their water consumption by at least 20%.
