
These are the demands of the National Council of NGOs, included in their joint position. It was submitted to the Ministry of Finance during consultations on the draft budget and tax policy for 2027.
Overall, the council supports the ministry’s initiative to simplify legislation. At the same time, it proposes amendments that would preserve the sector’s financial stability.
For example, the initially proposed reduction in the personal income tax rate would lead to a decrease in the funds received by NGOs, which would limit their autonomy.
In this context, civil society representatives propose increasing the contribution rate from 2% to 3.5%. This would help offset the reduction in domestic funding they receive.
It should be noted that the Ministry of Finance has already abandoned plans to introduce a progressive income tax rate next year, and the future of the tax policy proposal remains unclear.
In addition, civil society is proposing to improve the tax regime for charitable giving and sponsorship, introduce additional incentives for those who donate to public organizations, and develop modern fundraising mechanisms, such as via SMS.
It should be noted that, according to the State Tax Service, donations to NGOs and churches are on the rise. In 2026, taxpayers contributed nearly 26 million lei to these organizations.
