EAEU countries adopted a Statement on Responsible AI Development

At the summit of the Supreme Eurasian Economic Council in Astana on May 29, the leaders of the EAEU countries adopted a joint Statement on the responsible development of artificial intelligence (AI).

The document was initiated by Kazakhstan and defines the basic principles of safe implementation of intelligent systems, protection of digital sovereignty and prevention of the use of AI for military purposes.

Key aspects of the agreements

The EAEU includes Armenia, Belarus. Kazakhstan. Kyrgyzstan and Russia. The document signed by the heads of state (from Armenia, the Statement was signed by Deputy Prime Minister Mher Grigoryan) fixes common approaches of the member countries to digitalization.

Ethical development: The Heads of State emphasized that technology development should be based on understandable ethical norms, and the member countries will strive to prevent AI from becoming a weapon of mass destruction.

Risk management: Discussions specifically highlighted the need to control labor market changes and prepare for large-scale socio-economic transformations

According to the “host” of the summit, Kazakh President Kasym-Jomart Tokayev, this way the institutional conditions are being created for the EAEU’s transition to a qualitatively new stage of development.

“Today’s summit and the Eurasian Economic Forum taking place these days are very important events that open a new page in the activities of our integration association. Today, along with the signing of joint decisions on economic cooperation, a joint statement on the responsible development of artificial intelligence in the Eurasian Economic Union was adopted. Thus, institutional conditions are being created for our organization to move to a qualitatively new stage of its development,” Tokayev said.

The summit participants expressed hope that other states of the world will support the initiative of responsible development of artificial intelligence and create an international structure (like the IAEA) in this area.
