Moldova will digitize the control of subsoil use

Electronic accounting, monitoring and control of subsoil resources carried out at all stages of work, from exploration and production to transportation, processing, storage and sales, will be ensured by a digital system of traceability of minerals.

A draft government decision on the creation of such a platform in Moldova has been submitted for public consultations. They will last until June 8.

Lack of transparency in the sector

The sector has always been criticized in terms of transparency. For example, former Vice Chairman of the Parliament Aliaksandr Slusari previously noted that “the subject of natural subsoil is comparable to the theft of a billion” because of the legislative and administrative deficiencies existing in the sector.

The new system will introduce a mechanism for auditing transactions, which will make it possible to track the entire path of movement of mineral resources and strengthen state control over their use.

It envisages the introduction of electronic traceability cards, digital documents with electronic signatures, and the use of GIS components to monitor the extraction and movement of minerals.

The system will be administered by the Environment Agency and technically managed by the Information Technology and Cybersecurity Service. The work with the traceability register will be entrusted to the State Subsoil Information Fund.

The new system will be integrated with the state platforms MPass, MConnect, MSign, MNotify, MCloud and other resources, which will automate data exchange and reduce the administrative burden on economic agents.

The authors expect that the creation of such a system will contribute to increasing the transparency of the industry and preventing illegal exploitation of subsurface resources.

In addition, it is aimed at improving the collection of revenues to the state budget. Budget losses in this industry have also been repeatedly pointed out by experts.

The introduction of such a platform will bring national practices closer to European standards of natural resource management.
