The new law on public sector employees’ salaries will be adopted by September

The National Confederation of Trade Unions of Moldova, sectoral trade unions of the public sector and the Congress of Local Authorities of Moldova (CALM) participated in consultations on the reform of the wage system in the public sector.

They were organized by the Ministry of Finance on 14-15 May 2026. During the session, Maia Savva, State Secretary of the Ministry, and Anca Butnaru, World Bank expert, presented the Concept Note on the reform of the remuneration system in the budgetary sector of the Republic of Moldova, as well as the Implementation Plan of the reform for the period 2026-2032.

These two documents will be the basis for amending Law No. 270/2018 on the wage system in the public sector and Government Decision No. 1231/2018 on the enactment of the law.

According to the information from the Ministry of Finance, the deadline for the adoption of the new law remains September 1, 2026.

In the nearest period, the Ministry of Finance will finalize the draft law and consult with all stakeholders in the process of amending the relevant regulations.

The reform aims to modernize the remuneration system by establishing a fair, motivating and competitive remuneration system. By doing so, it will increase the attractiveness of working in the public sector.

The pay reform is supported by the German government through GIZ (German Organization for International Cooperation) and the World Bank.
