Illegal construction sites will be stopped without a court – the project

The authorities are discussing a bill that would allow construction work carried out illegally or with serious violations to be stopped immediately, without waiting for the completion of legal proceedings.

This issue was considered within the framework of public consultations on changing the regulatory framework in the sphere of urban planning and construction. Representatives of the authorities, industry specialists and experts took part in the discussion.

Minister of Infrastructure and Regional Development Volodymyr Bolya emphasized that the purpose of the initiative is to prevent situations when citizens invest their savings in housing, which later cannot be put into operation or is built with violations. According to him, unauthorized exceeding of construction parameters or non-compliance with project documentation is a crime.

“Illegal construction is a crime and a form of deception,” the minister said.

The draft envisages expanding the powers of the State Inspectorate for Technical Supervision so that illegal works can be promptly suspended, as well as a clearer definition of cases of illegal construction.

In addition, it is proposed to strengthen control over buildings with a height of five or more floors and to introduce mandatory coordination with INST before issuing construction permits for such facilities.

The draft also provides for simplification of administrative procedures for certain types of works that do not affect structural safety, as well as for the installation of solar panels on existing buildings.
