ANRE will incentivize “green finance” for utilities

Topics related to sustainable financial development and strengthening the regulatory framework in the utilities sector were discussed at a working meeting on May 15 at the National Energy Regulatory Agency (ANRE).

The event was organized in the context of the IV Environmental Performance Review (EPR) of the Republic of Moldova under the auspices of the United Nations Economic Commission for Europe (UNECE). The meeting was also attended by Olimpia Zaevska, UNECE consultant, expert in green finance and international economics.

The discussions centered on several topical issues of the regulatory framework in the public utilities sector:

– Tariffs applied for water supply and sewerage, electricity and heat;

– methodology of tariff calculation and approval; mechanisms of social tariffs application;

– the process of regionalization of water supply and sewerage services.

ANRE press release states that the Agency presented information related to Chapter III, “sustainable development”, which highlights measures to ensure efficient, accessible and sustainable services for consumers, as well as actions aimed at harmonizing the national regulatory framework with European standards.

The Republic of Moldova confirmed its commitment and openness to the fourth Environmental Indicators Study, becoming one of the first countries in the UNECE region to participate in the new assessment cycle.

The conclusions and recommendations resulting from the assessment process will help develop future environmental policies and serve as a basis for achieving the Sustainable Development Goals by 2030.
