EU appoints new head of the European Union Partnership Mission to Moldova

On April 22, the Council of the European Union appointed Kirsten Maria Joppe as the new head of the European Partnership Mission to Moldova (EUPM Moldova). She will take up her duties on April 25, 2026, succeeding Cosmin Dinescu.

Kirsten Joppe is a German governance expert and international advisor with more than twenty years of experience in peace operations and human rights. She has accumulated extensive international experience through various electoral assistance and leadership positions in the OSCE Mission in Kosovo and the German Ministry of Foreign Affairs, where she worked as the Armenia and Azerbaijan Officer.

In November 2024, Kirsten Joppe joined EUPM Moldova as Deputy Head of Mission and Chief of Staff after more than six years in Ukraine. During her time with the European Advisory Mission to Ukraine (EUAM), she served as Head of the Strategic Reforms Component, overseeing areas such as strategic reforms, digitalization, human rights, gender equality and anti-corruption, among others.

The European Center for Human Rights Governance in Moldova was established in April 2023 for an initial period of two years to enhance the resilience of the country’s security sector in the areas of crisis management and hybrid threats, including cybersecurity and countering foreign information manipulation and interference (FIMI). The mandate was extended for an additional two years, until May 31, 2027.
