
The funding will be divided equally between the Ministry of Education and Research and the Special Textbook Fund. A minimum fee of 550 lei per author’s sheet will be set for evaluators for the evaluation and expertise of textbook projects. At the same time, the expenses for the evaluation of manuscripts within the framework of tenders for new textbooks will not exceed 15% of the value of the respective state contract.
Such data are contained in the draft amendments to the governmental decision on providing pupils with textbooks and adult learning materials, elaborated by the specialized ministry. The document proposes to fix the term “expertise” along with “evaluation”. The authors argue that the examination of textbooks includes not only pedagogical evaluation, but also scientific analysis, verification of compliance with the school program, as well as methodological and language expertise. This clarification is aimed at improving the quality of school textbooks.

The government has approved measures to improve the quality of school textbooks. Quality will be the deciding factor in their procurement (90%), with price accounting for only 10%. Up to 15% of the budget can now be allocated to textbook quality assessment (previously 2-3%). Furthermore, more experts from various fields are planned to be involved in the assessment.
