“The goal is not to tax as quickly or as strictly as possible. The goal is that when we introduce the taxation – for example, by the middle of next year – to do it in such a way that citizens will hardly feel it at all. This tax will be included in the price, just as it already happens when buying software, subscriptions and many other goods,” said Finance Minister Andrian Havrilice.
He emphasized that the taxation of parcels from abroad is in line with international practice – Moldova is not inventing it: “There are practices that are applied by everyone or are starting to be applied, as it becomes a significant problem: the budgets of states simply cannot exist if the principle of taxation is abandoned”.
He found it difficult to give specific figures related to the planned tax, although he previously said that the introduction of taxes for parcels ordered on Temu, Shein, AliExpress and other marketplaces could bring more than 1 billion lei a year to Moldova’s state budget.
“At the moment, the figures are very tentative, first of all because this amount or the number of parcels is increasing a lot. Secondly, we cannot predict with full confidence how they will develop after the introduction of changes in the ways of taxation,” the minister specified after the government meeting on December 17.
As Logos Press previously wrote, Prime Minister Alexandru Munteanu said earlier that the government is preparing amendments regarding the introduction of taxes for parcels ordered on online platforms. According to him, the introduction of fees is necessary for economic and security reasons.
