“We must proceed from the fact that we are a government of center-right principles and we seek to encourage private initiative,” said Radu Marian, Chairman of the Parliament’s Commission on Economy, Budget and Finance, during public consultations on the draft amendments to the Law on Public Property Management and Denationalization. – We realize that the state is not the best manager of business and land, and this is a fact – we should not turn a blind eye to it. At the same time, it is important to find a balance between the need to protect state property and prevent abuse on the one hand, and to stimulate economic growth and solve the acute housing problem on the other”.

He emphasized that the shortage of housing around Chisinau remains a serious problem.

“We have a big problem – lack of supply. Around the urban agglomerations and Chisinau, there is not enough investment in housing, especially because of the limited supply of land. Developers explain this by the difficulty of connecting to communication networks, the need to build them, bureaucratic obstacles and lack of land. We need to encourage investments and look for solutions, especially in the suburban districts of Chisinau”.

The MP added that outside the capital, the state could use available land plots for residential projects with a “commercial” component:

“In Chisinau, it is clear that such projects should not be encouraged. But outside the capital, if the state has plots that can be used through an investment project with a residential and commercial component, which would solve the problem of housing shortage, why not do it?” – Marian noted.

The amendments to the Law on the management and denationalization of public property are due to complex procedures and regulatory uncertainty, in particular the lack of clear criteria for prioritization of property to be privatized. They are also designed to exclude the sale of land “for speculative purposes”. The draft is to be adopted in the second reading.
