This assessment was made by the founder of Hill&Valley, Alena Butakova, whose company develops rural tourism in the village of Teleseni, Orhei district, in the picturesque Kodras.
According to her, the procedure of dossier verification in AIPA is so long that the projects are actually blocked.
“The dossier verification procedure is going so slowly that I feel: my dossier is just lying on the table and not moving any further. There are more than four stages of verification, and modernization is very long overdue. After all, with all the upcoming EU funding, the agency must meet the requirements of the time and improve the document review processes,” the businesswoman said at the presentation of the “Entrepreneurs’ Barometer” survey conducted by the organization “Partnerships for a New Economy”.
She called the situation sad and said she wants “more digitalization and transparency” in the agency’s work.
“I would like digitalization and transparency to reach there as well, because all of us entrepreneurs know that the review of a single file can take an average of two years, and sometimes longer. For more than three years now, we have been promised that the application process will be online, and there have even been trainings that I have participated in. We were even shown the system. But in three years it has never worked,” said Alyona Butakova.
It is worth recalling that in May 2023, the government adopted a decree on the adjustment of the organizational structure of AIPA. As explained then former Minister of Agriculture Vladimir Bolya – “to comply with the level of the European Union”. The number of employees was increased by 75 units, and in territorial divisions – by 37.
