Moldovagaz license for gas supply was revoked

ANRE noted that the withdrawal of public service obligations imposed on Moldovagaz was also approved. This completes the long phase of unbundling and independence of the natural gas transportation infrastructure.

In its last communication from July, Moldovagaz informed ANRE about the impossibility to finalize the unbundling in accordance with Article 28 of the Law on Natural Gas, citing the lack of consensus among the majority shareholders. In the same communication, Moldovagaz expressed its willingness to cooperate with the new supplier with public service obligations (Energocom).

Today’s ANRE decision also established the legal circumstances related to the entry into force of Decree No. 248/2025, according to which Energocom was obliged to ensure the supply of natural gas to certain categories of end-users, according to the established quality parameters, at regulated, transparent, non-discriminatory and easily comparable prices, as well as the supply of gas as a last resort instead of Moldovagaz. At the same time, taking into account that the procedure of terminating the activity of the supplier “Moldovagaz” and switching to “Energocom” about 800 thousand consumers represents a unique challenge for all parties, the agency decided that the change of supplier should take place on September 1.

In this regard, ANRE obliged Moldovagaz and Energocom to undertake, by the end of this month, all organizational measures necessary to ensure the efficient fulfillment of public service obligations. In addition, according to the latest amendments to the Law on Natural Gas, by September 1, upon the proposal of the Ministry of Energy, ANRE should determine the organization that will continue to be responsible for gas supply to the Transnistrian region.

In addition, ANRE notes that given the complexity of the process of approval of regulated prices for “Energocom” (it involves a number of stages, including the approval of basic costs), the current prices of “Moldovagaz” will be applied for the first period of activity.
