The Ministry of Finance Continues Consultations on Tax Policy – 2027

Finance Minister Victoria Belous held a meeting with members of the American Chamber of Commerce in Moldova (AmCham Moldova), during which they discussed the main priorities of tax policy for 2027 and the organization’s proposals.

Both sides emphasized the need to establish a fair, predictable, and competitive tax system that would strike a balance between strengthening budget revenues and creating competitive conditions for business development and investment.

Another topic of discussion was encouraging the reinvestment of profits and supporting corporate development, as well as ensuring a balanced tax regime for various categories of taxpayers and sources of income.

In addition, participants discussed harmonizing Moldova’s tax system with EU standards, as well as introducing uniform rules for tax compliance and reducing the risks of tax optimization.

Earlier, AmCham submitted its conclusions on the draft tax policy for 2027 to the Ministry of Finance. For example, its members propose revising the 0.5% rate applied to the value of investments requiring a construction permit.

Overall, the organization believes it is essential that any changes be based on the principles of predictability and proportionality, and that their impact be analyzed, including in terms of their effect on investment and the development of the business environment.

AmCham representatives expressed their willingness to continue the dialogue with the Ministry of Finance regarding the proposals submitted.
