ANRE Will Establish Rules for the Storage of Emergency Fuel Reserves

Facilities used to store emergency reserves of petroleum products must allow authorities access to them, enable them to verify the volume of available reserves at any time, and ensure that the reserves can be deployed promptly in the event of a supply crisis.

This measure is provided for in the draft law on amendments to certain legislative acts in the field of petroleum product supply security.

Technical, logistical, and safety requirements for the storage of emergency reserves within the Republic of Moldova and abroad will be approved by the National Agency for Energy Regulation (ANRE). The agency will also issue permits for the storage of petroleum products for the purpose of establishing and maintaining emergency reserves.

Operators will be required to confirm that their storage facilities are equipped with automated systems for measuring and monitoring fuel volumes.

Permits for the storage of petroleum products for the purpose of establishing and maintaining emergency reserves will be issued free of charge for a period of five years. It will be required only of operators who store petroleum products for the purpose of establishing and maintaining emergency reserves and will not apply to commercial storage facilities.

The bill was drafted by the Ministry of Energy and has been submitted to parliament. The purpose of the bill is to ensure the identification, separate accounting, traceability, continuous monitoring, and physical accessibility of emergency reserves so that they can be quickly utilized in the event of a crisis.
