The draft, developed by the Ministry of Economic Development and Digitalization, refers to a statement by the Union of Sugar Producers of Moldova regarding sugar imports from Serbia. With regard to cement, the draft cites appeals from SA “Lafarge Ciment (Moldova)”, the Rybnitsa Cement Plant, and other industry representatives.
The investigations are intended to determine whether imports are taking place under conditions that cause or are likely to cause harm to domestic producers. Depending on the results, the authorities may propose the imposition of anti-dumping, countervailing, or safeguard measures, including provisional ones.
The draft stipulates that the domestic industry requesting the initiation of an investigation must account for at least 25% of the relevant domestic production. A decision to initiate an investigation must be made within 45 days.
In this context, the draft also provides for the establishment of a permanent interagency commission to handle such procedures.
As a reminder, sugar producers had previously called on the government to immediately resume the process of promoting and adopting a government resolution on the regulation of sugar imports, which is considered necessary to prevent the negative consequences caused by uncontrolled imports from worsening.
